What compliance documents are needed to import electric screwdrivers into the US?

For electric screwdrivers imported into the United States, buyers should normally check customs documents, FCC compliance where applicable, lithium-battery transport documents, and any product-specific safety requirements.

We recommend confirming:

Commercial Invoice: product description, quantity, value, HS classification, seller, buyer, and country of origin

Packing List: carton quantity, net/gross weight, dimensions, and packing details

Country-of-origin marking: imported products generally need to be clearly marked, for example “Made in China.”

FCC documentation: if the electric screwdriver contains digital circuitry that falls under FCC Part 15, the applicable FCC equipment-authorization requirements should be confirmed. Many non-wireless digital devices use the Supplier’s Declaration of Conformity (SDoC) procedure.

FCC Certification/FCC ID: required instead of basic SDoC if the product includes applicable intentional radio transmitters such as Bluetooth or Wi-Fi

UN38.3 Test Summary: required for the lithium-ion battery used in a rechargeable electric screwdriver when offered for transportation.

Battery specification: battery model, manufacturer, voltage, capacity, Wh rating, and chemistry

SDS/MSDS: may be requested by the carrier or freight forwarder, but it does not replace UN38.3

Lithium-battery shipping documents and markings: according to whether the battery is contained in the screwdriver, packed with the product, or shipped separately

Product safety documentation: check whether the specific product is subject to any CPSC-enforced safety rule. A General Certificate of Conformity (GCC) is required only when an applicable CPSC rule requires certification; it is not automatically required for every general-use electric screwdriver.

Since July 8, 2026, importers of consumer products that are subject to CPSC certification requirements must also electronically file the required certificate data with CBP.

CE and EU RoHS documents do not replace U.S. compliance requirements. If the product includes an AC charger, wireless function, or other additional electronics, those components should also be reviewed separately for applicable U.S. requirements.

For ToolQeen rechargeable screwdriver projects, we recommend confirming the final model, PCB, battery, charger, FCC requirements, UN38.3 documentation, labeling, and packaging before mass production, so the imported product matches the compliance documentation provided to the U.S. buyer.
